I love cities.  And I love Downtown LA.  But the older I get, the more I think about the damage that cities do to the environment.  At the beginning of the 20th century, Downtown was largely undeveloped.  In a little over a hundred years, it’s become a dense urban landscape crowded with office buildings and residential towers, crisscrossed by roads and freeways.  As a result, LA is hotter and drier, the air is dirtier, and like every other urban center, we’re contributing to climate change in a big way.

I was wandering around Cal Plaza a while ago, and ran across a piece of Downtown I’d forgotten about. As I looked out over the city in the direction of Hill Street, I saw that directly below me there was a small park.  It took me a minute to realize it was the same park I’d seen many times at the intersection of Fourth and Hill.  It’s been fenced off for years.  Much of the greenery is dry, and the trees could certainly use some attention, but it was so cool to run across a patch of green space in the middle of all the steel and concrete. 

Actually, it’s not technically a park.  It’s a small patch of land called Angels Knoll that had been owned by the Community Redevelopment Agency (CRA).  (I assume it got the name because it’s right night next to Angels Flight.)  When the CRA was dissolved in 2012, a petition was circulated asking the City to turn the land over to the Department of Parks & Recreation.  But that didn’t happen.  As one of the few remaining undeveloped parcels in the Downtown area, the property is worth a fortune.  The decision was made to put it up for sale.

A June, 2021 memo from CRA/LA, the successor agency to the CRA, sets the price of the parcel at $50 million. The buyer, Angels Landing Partners, is actually a joint venture by the Peebles Corporation, MacFarland Partners and Claridge Partners.  According to the LA Department of City Panning web site, the proposed Angels Landing project involves the construction of two skyscrapers, one rising 63 stories and the other rising 42 stories.  In addition to two hotels and 72,000 square feet of commercial space, the project also includes 180 condos and 252 apartments.  Apparently some affordable housing is supposed to be provided, but at this point it’s not clear how much. 

Of course, the project will generate lots of jobs and economic activity.  According to the Environmental Impact Report, it will also generate 10,179 metric tons of CO2 equivalent during the construction phase alone.  Beyond that, it will contribute to the steadily increasing temperatures in the LA area, along with a number of other massive projects planned for Downtown, Hollywood, Warner Center and elsewhere.

And we’ll also be losing one of the few remaining patches of green in Downtown.  City Hall has made its priorities clear.  They want the skyscrapers.  Of course, LA was built by developers and politicians who prioritized growth over everything else.  That’s how LA got to be what it is today.  But the older I get, the more I feel that this addiction to growth is incredibly destructive.  Our warming climate and shrinking water resources are a direct result of unchecked development. 

We really don’t need another skyscraper.  We absolutely need more parks.

The Grand Avenue Project

No one will miss the parking structure that used to stand at the corner of First and Grand in Downtown. It was demolished recently to make way for the Grand Avenue Project, which will be rising on the site you see in the image above. I was walking down First earlier this month, on my way to the Disney Concert Hall, and as I rounded the corner onto Grand I was startled to see nothing but clear, blue sky on the opposite side of the street. It’s strange how the disappearance of something familiar can reshape the space around it.

The Grand Avenue Project has been in the works for years. The completed project will include a 20-story hotel and a 39-story residential tower with 20% affordable housing, as well as retail, restaurants, and a public plaza. The complex was designed by Frank Gehry, and will be situated in the midst of the Downtown cultural hub that includes the Colburn School, MOCA, The Broad, the Disney Concert Hall and the Music Center.

Even though nobody will be mourning the loss of the parking structure, I thought I’d post a few photos to mark its passing. I’ve been taking lots of pictures of Downtown in recent years, trying to document some of the changes that are taking place. It’s interesting to watch the landscape as it’s going through these transformations.

One loss I am mourning is the removal of a number of street trees along the west and north sides of the project site. While the ones on Grand were fairly young, the ones on First were fully grown and provided extensive canopy. I’m sure new trees will be planted once the project is completed, but that’s at least a couple years away, and new development is taking a heavy toll on the City’s urban forest. The folks at City Hall keep talking about how important trees are for sustainability, but they keep getting cut down. If there was a program in place to monitor the urban forest and ensure its growth, that would be one thing, but no such program exists and the City does a lousy job of monitoring the situation. We can have new development and a healthy urban forest, but we need to plan to make that happen.

Construction Kicks Off on Frank Gehry’s Next Big Project

I don’t know how long construction is expected to take, but I imagine we’re talking at least a couple years. I was a little concerned by a paragraph toward the end of the Curbed article that talks about financing. Apparently the funding that allowed this project to move forward was obtained last year from a couple of Chinese firms. My concerns may be groundless, but it made me think about the stalled Oceanwide project near the Staples Center. That’s also funded by Chinese money, and while nobody’s sure exactly what’s going on, it sounds like they’re having serious cash flow problems. For years there was a flood of Chinese money fuelling development Downtown, but that seems to be coming to an end. Hopefully the funding for the Grand Avenue Project is rock solid, and things will keep moving forward.

Angelenos 4 Trees: Get Involved in Preserving LA’s Urban Forest

Our urban forest is threatened by the increasingly dry climate, insect infestations, and new development. But we can take action to protect it.

Angelenos 4 Trees is a group of concerned citizens who have come together with the goal of preserving and expanding LA’s urban forest. They held a kick-off event on Saturday, September 15, where a room full of attendees heard from a range of speakers. The day began with an introduction by sustainable landscape designer Jacky Surber, who talked about the challenges that lie ahead. Attorney Sabrina Venskus explained how the California Environmental Quality Act (CEQA) can be used to protect LA’s trees. Activists Jill Stewart and Ileana Wachtel compared LA to other cities with robust plans for their urban forest and made it clear that we have a long way to go. And Joanne D’Antonio, of the Neighborhood Council Sustainability Alliance (NCSA), demonstrated how citizens can use the internet to monitor tree removals in their neighborhood and beyond.

An Unexpected Garden

Today I went down to the Department of City Planning to file an appeal. It didn’t take as long as I expected, so after I was through I decided to wander around and check the place out.

The building itself is a pretty drab example of institutional architecture. I walked across the lobby to the little cafe and thought about getting some coffee. Decided against it. Then I thought I’d check out the patio at the back of the building. The most interesting thing about that space is it’s just a couple hundred feet from the Harbor Freeway. I wondered if the few people scattered around were bothered by the traffic noise. But I guess you can get used to anything.

I decided to move on, so I walked around the side of the building, on my way back to the plaza. And I came across a beautiful little garden.

When I was younger I paid no attention to gardens. The older I get, the more I love them. This was so unexpected I had to stop and take some photos. This little garden, tucked away on one side of a couple of drab office towers, made the whole trip worthwhile.

 

We Need Trees, Not Fees

The City has a problem. The Urban Forestry Division (UFD) has scores of trees sitting in boxes in storage that it can’t plant. Why is this? In large part it’s because when developers remove trees to build projects, they agree to replace them by purchasing new ones for the City to plant elsewhere. Unfortunately, due to budget cuts, the UFD has no staff to do the planting. And worse, when trees are stuck in boxes for long periods of time, their health declines, sometimes to the point where they’re not viable any more.

Actually, the City has an even bigger problem than this. We’re losing a huge chunk of our urban forest. Years of dry weather has already impacted the health of thousands of trees in the LA area, but now there’s a worse threat. A beetle called the shot hole borer has come to the region. It nests in trees and in the process often kills them. The die-off has already begun, and if it continues at its current pace we can expect to lose millions of trees throughout Southern California over the next several years. This isn’t just a matter of erasing pretty landscapes. As a result of this massive reduction of our urban forest, there will be impacts to our water resources, our air will be dirtier, and our cities will grow hotter than they are already.

So you’d think we’d be doing everything we can to protect the trees we’ve got. Unfortunately, that’s not the case. Aside from the natural threats to our trees, development is taking a toll on the urban forest. City Hall is pushing hard to boost construction of housing and hotels, as well as office and commercial space. Which brings us back to the first point. Developers generally want to squeeze as much square footage as they can out of a project. Often they ask the City to reduce required setbacks, or even let them build right out to the property line. In many cases they also ask the City to reduce the requirements for open space. The Department of City Planning (DCP) is usually pretty generous in granting developers’ wishes, especially if it’s a housing project that includes some affordable units.

To give you an idea of how bad things have gotten, let’s talk about the City’s Protected Tree Ordinance (PTO). Some species are considered so important that we should afford them special protection. A while back the City Council approved the PTO in order to prevent their removal except under extraordinary circumstances. So how’s that working out? Not so good. In November of last year Councilmembers Paul Koretz and Mike Bonin introduced a motion to strengthen the ordinance. Here’s a quote.

”Unfortunately, trees are not being adequately protected and departments are not working well together to protect them. Trees are being cut before development permits are applied for, trees are not being protected during construction activities, and building permits are routinely issued without the Department of Building and Safety being aware of the presence of protected trees on the affected properties, all resulting in an accumulating net loss of trees, tree canopy and the accompanying ecosystem services across the City.”

This is serious. We need trees. Our water resources are increasingly stressed. LA’s air quality ranks among the worst in the nation. And temperatures in the city continue to rise. A robust urban forest would help us deal with all of those problems, but instead of enhancing our tree canopy we’re cutting it down.

The reason I’m bringing all this up is that there’s a proposal before the City right now to allow developers to fulfill the requirement for replacing trees simply by paying a fee. For new projects that remove trees, the City would calculate the required number of replacements (usually at a ratio between 2 to 1 and 4 to 1), and then bill the developer for in-lieu fees of $2,612 per tree. This amount would cover the cost of procurement, planting and providing water for three years.

At first glance, this might look like a good deal. The UFD doesn’t have staff to plant the replacement trees it’s been receiving, and storing them for long periods of time impacts the trees’ health. There apparently has been talk of restoring some of the UDF’s funding in the City’s next budget, which could lead to the hiring of personnel to plant trees. But that’s definitely a roll of the dice, since LA is struggling with a structural deficit, and for years now its budgets have been held together with scotch tape and bubble gum. Many City departments suffered staff cuts during the recession, and they’re all lobbying to restore those positions. So without any certainty over staffing for the UFD, the in-lieu fee probably seems pretty attractive, since the cost of planting and watering is built in. The City is outsourcing a lot of work already, and it could just hire a contractor to do the job.

But really, there are a number of problems with just charging an in lieu-fee….

First, it makes it even easier for the DCP to allow developers to do away with trees. If, in theory, all the trees that are removed will be replaced at a 2 to 1 ratio or better, and if the money collected includes planting and watering, then why would they hesitate to reduce setbacks and open space? Let the developers do whatever they want! Problem solved. But in reality, we have no guarantee that this system will work as promised. Think about it. Supposedly the current system of requiring developers to replace trees was going to solve the problem. And what actually happened? We have a lot of trees sitting in City-owned storage areas. Some have been sitting in boxes so long that they’re no longer viable. And at the same time developers have been cutting down trees and putting hardscape in their place.

But the City would certainly spend the money they collect. Right? Not necessarily. You may recall that back in 2015 City Controller Ron Galperin did an audit of fees collected from developers. He found $54 million that had been sitting in City-controlled accounts for at least three years. This money had been collected, but it hadn’t been spent. Unfortunately, City Hall isn’t always great about following through.

Second, while charging the in-lieu fees may lead to a better replacement rate in the future, there’s no guarantee that the City will do anything about the trees the UFD currently has in stock. If the budget for the next fiscal year doesn’t include funds for additional staff, these trees could easily sit in storage until they die. It’s been suggested that non-profits could step in to do the planting. If that’s a possibility, why hasn’t it already happened?

Third, and most important, this is not a solution, it’s a quick fix. In order to find a solution, you have to first identify the problem, and the City hasn’t done that. It’s proposing in-lieu fees as a way of replacing trees that are cut down for development, but that’s really just one aspect of the situation.

The real problem is that we’re facing a potentially devastating loss of our urban forest.

If we fail to maintain our urban forest, our air quality will suffer, our water quality will be diminished, and LA will continue to grow hotter than it already is.

LA needs a comprehensive, holistic approach to managing our urban forest. We must do a complete inventory of the city’s tree canopy, and also an inventory of space available for planting trees. We then need to use this data to develop a unified policy based on actual science that will address all aspects of the problem. Rather than coming up with quick fixes to deal with tree loss caused by new development or sidewalk repair or insect infestation, we need an integrated approach that brings all these things together.

In other words, we need to gather the data, look at the science, and then develop an actual plan.

If we don’t do this, our urban forest will continue to decline, and we will suffer the consequences.

I have to admit, I used to take trees for granted.

I was lucky. I grew up in a neighborhood filled with trees. As kids we used to play all day under a canopy of lush green.

And I’m still lucky. The street I live on now is lined with trees. On weekend mornings I go running, and it’s amazing how many different shades of green I see.

I’ve been reading lately how the drought, and our reaction to the drought, is affecting trees. Of course, we’ve all been in a panic to save water, and it’s probably no surprise we’ve made mistakes. The City of LA has been criticized for its decision to stop watering medians, which will have a negative impact on the trees planted there, and since everything is connected to everything, this will cause further negative impacts.

I’m sure everybody in LA knows of at least one place where the sidewalk is slowly busting upward. And not only is this a safety hazard, but it makes it really difficult for people with disabilities to get around. Years ago the City started cutting down ficus trees so they could repair the sidewalks, and in some neighborhoods the residents went wild. A lot of people love trees, and it is pretty traumatic to see one you care about being chopped down. After struggling with angry residents for a while, the City backed off. But that left them back at square one, and in some areas the sidewalks were really getting dangerous.

I was at a meeting recently where a representative from the Bureau of Street Services talked about this issue. He said that after fighting for years with people who were ready to chain themselves to ficus trees, the Bureau has decided that it’s best to let the residents decide whether or not a tree should be removed.

But he did mention one site where the Bureau plans to pull out the chain saws. There’s a row of trees on Vine just below Sunset. They are large and dense, and I think beautiful, but that spot has become a magnet for the homeless. This stretch has also become a hot spot for crime, and so the City has decided the trees have to go.

I’ll miss them. These photos were taken after they’d been trimmed, and you don’t really get a sense of how dense and dark the canopy ordinarily was. In the middle of the city, with traffic all around, you could feel like you were standing in the forest.

Trees aren’t permanent, but they live so long it seems that way. Many of the species that we find in our neighborhoods have an average life span of a hundred years, and some will live for two or three hundred years. Though they change over time, they seem like a fixed part of the landscape.

My mother still lives in the house I grew up in. Not too long ago the house across the street from her was sold, and the new owner cut down a large tree that dominated the front yard. It took some getting used to. I had played under that tree when it was a kid. It was part of the landscape of my childhood.

There’s a growing awareness of how important trees are to the ecology of the city. They take CO2 out of the atmosphere, protect the soil and cool our neighborhoods. I have to thank Councilmember Paul Koretz for introducing a motion on tree health (Council File: 15-0467). It’s still making its way through committees and city departments, but hopefully it will come up for a vote soon.
